Just go into your steam/steamapps/common/garry’s mod/garrysmod/addons and install them like you normally would.

How do I install GMOD addons without workshop? Find the Addon (.GMA) inside of the “addons” Folder.Click on the “Browse Local Files” Button.Right Click Garry’s Mod, and Click on Properties.
